Cannot afford suggested levels when current ancients levels are not already optimized #12

The algo must be improved because it considers that the ancients are already optimum (at a lower level). In that case there is be no problem for suggestions provided.

However if existing levels diverge extremely considering optimization equations. Suggested levels can be too expensive (not enough HS). Because there is an implied gap to take.

Discovered while fixing #6. As important ratios (>2) can easily lead to this situation.
