[settings] add modal dialog for reindexing #137

When a user clicks on the reindex button, the reindexing should not get triggered, immediately. Instead it should

[ ] open a modal dialog that asks the user to confirm the reindexing and
[ ] informs the user about the duration.
[ ] while indexing is running show some progress information
[ ] only close the dialog after the reindexing is complete (as the signal arrives from the model).
