Progressive enhancement #105

I'm been pondering progressive enhancement & navigation...

With the announcement that Bootstrap 3 will move to e mobile first approach and the fact that hardly any current navigation structure works without javascript I wondered if T3 would consider leading the way with a mobile first menu (js not required) that can be progressively enhanced? Its pretty simple stuff but increases accessibility no end.
