Updated the information regarding permanent residency to align with the new law amendments implemented in October 2021

There is an FAQ "Can Hong Kong and Macau Gold Card Holders apply for permanent residency?" on the GCO website that is linked that goes into abit more detail saying it's handled by the “Regulations Governing Permits for Hong Kong and Macao Residents Entering the Taiwan Area and Setting up Residence or Registered Permanent Residence in R.O.C”.

There is other conditions also such as the financial proof to be eligible, though these are regulations that can change more easily than the law so left that out and kept it high level.

What's other peoples thoughts? @fifieldt @erickhun

Yeah ok. I think a good link could be to the specific APRC FAQ for Hong Kong and Macao gold card holders
