Set up automated Cypress tests in CI/CD pipeline.

Todo:

This is my first time integrating pipelines, I'll figure it out when I get here!

Acceptance Criteria:

[ ] Tests run automatically on PRs
[ ] Test results properly reported
[ ] Failure notifications working
