Change MeasurementOrFact namespace and definition #405

LtC adds properties, so not an exactMatch. Moved the usage notes to the definition, and updated the definition (as constrained to m/fs related to the ObjectGroup, whereas the ranges/domains now incorporates a number of other LtC classes).
