Set up CI pipelines to ensure the DoD #4

Pipeline steps should include:

[x] linting (eg. pylint and flake8)
[x] code style check (black, yapf, autopep8)
[x] (unit) tests (pytest)
[ ] version increment (bumpversion [3])
[ ] build (PEP 517 via. setuptools [1], build [2])
[ ] upload build artifacts to package repo (github releases)

optional:

[ ] at some point: building a docker container for deployment
