Implement Privacy and Terms Modal Views #50

We need to activate the links in the terms and privacy policy for the SignUp screen. https://www.figma.com/file/qiAa8NJWS1avYPbZcMLQ9K/Rancoat-App?node-id=7%3A1705

Both links should bring up a modal for each with titles: "Terms and conditions" and "Privacy Policy" https://www.figma.com/file/qiAa8NJWS1avYPbZcMLQ9K/Rancoat-App?node-id=539%3A318

They will be text views, inside modal screen ... not external urls
