contrib: update pg_smtp_client #731

Updated Dockerfile and Trunk.toml to follow same pattern as other pgrx-based extensions.

I think this will fix the extension installation problem described here: https://github.com/tembo-io/trunk/pull/724#issuecomment-2260804903
