This section is ready for review, but not sure how to change the label to indicate that. When I click on Label in the sidebar, I get a blank page. We can discuss tomorrow.

This is good, but I'm unclear on a few points. I'm not sure if the intro fully addresses your first objective, i.e., to summarize why use cases and apps are important, etc. First, let's back up a bit: Will your audience know what a "use case" is? I don't -- I'm assuming it helps makes data usable, but I'm not sure how. In addition, I don't think we address how governments make data application friendly, what it means to do so, or why this is important; I do see what makes a successful Open Data initiative, but the link to making data application friendly is not quite made. Can we use an example from the list to illustrate one or more of these points? I'm also not sure what you mean when you say that "complete metadata" is a factor that makes data usable. You also mention that a virtuous cycle can lead to improvements in data quality; I'd like another sentence that states how it does that. I understand where you're going with this, but there may be a few gaps in the information provided that make it difficult for a less-technical reader to grasp the concepts.

I think this is a familiar term (and a simple google search would answer the question), but "application" is clearer still. I changed to "application."

"application friendly" is the same as "usable." We include links to machine readability, licensing and metadata.

I'm also not sure what you mean when you say that "complete metadata" is a factor that makes data usable.

Metadata is the documentation about a dataset. So "complete metadata" simply means complete documentation. This will be further explained in "Supply and Quality."

You also mention that a virtuous cycle can lead to improvements in data quality; I'd like another sentence that states how it does that.
