I was expecting more specific advice from the section on Starting an Open Data Initiative. I was expecting to be presented with a step by step plan for accomplishing an Open Data Initiative. For example, 1. Do an ODRA, 2. Establish an Open Data policy, 3. Determine a coordinating agency / champion, … And then I would have thought the other sections could have given more details on each of the steps.
I think including some case studies on how some of the countries or cities or even the World Bank did their ODI might also be interesting to include (I didn’t see any but I was skimming quickly so I might have missed it).

Furthermore, the whole toolkit may be perceived as a broad or, say, high-level guide. Yet, feedback from many people who just start getting familiar with the concepts is that such guidelines remain precisely too high-level and broad.
