Made minor edits; I don't think it needed reorganization. Looks to be ready for review. Some links don't work (i.e., Intro, Ulyanovsk Oblast, Peru, Other Resources).

I reorganized a bit more so that all the download links (all languages) are together and come first. Then assessments, to which I added dates, and other resources. Changing this to "complete"
