In particular, it relies on libgfortran3, which is a fairly old fortran library that is no longer included in recent debian stable repositories (currently stable only includes libgfortran5 and 8).
There's an issue relating to this over at the jblas repository, but it doesn't seem like this is likely to be addressed soon.
Thus it may be necessary at some point soon to transition away from jblas...
