Tx will process & error out (can be then marked complete manually)
Subsequent runs will continue to fetch raw email
Original tx is fetched from DB
run will no-op due to prior state
What should happen
Tx process & error out (then marked cancelled)
Cancel sets "rejected" tag
raw email is not fetched in subsequent runs
I suspect I got most of the way through implementing this because I have a "cancelled" tag in history that then goes to complete, but it didn't mark the emails and it doesn't seem to exist anymore so perhaps it wasn't merged?
