Add the script for generating GitHub repo scores

I also like the scripts/ folder organization. Not sure if I should clarify the difference between these scripts and the pipeline scripts somewhere.

Yeah we can definitely rename it if we come up with something better. That was just the first thing I thought of.

Did CONOS and scVI just move to a different repo with all issues? Or are they new repos? Otherwise this looks good to merge.

They are the same repos, they just renamed them for whatever reason. GitHub is pretty good at redirecting stuff so the old names still work but I figured it would be better to use the current ones.
