[Docs] ADD README in Site directory #230

Current State:

As of now there is no Readme in Site directory which effects on users. Users do not know how to run the project and all info which is missing.

Desired State:

I want create Readme in Site directory to explain user about how to run project stepwise and explain about only design part. It will help to users to understand project more. Happy to contribute. I am GSOC 23 contributor assign it to me
