Per our 2/27/24 meeting notes, take a first pass at "Base Build Principles and Practices" from industry best practices, to end up in this repo's wiki.

The WIP — Base Build Principles + Practices

[x] first draft (jules)
[x] Review and edit (jules and james did a working session 3/7)
[ ] Finalize draft
[ ] Add the final version to this repo's wiki

@JulesKhong , could you add a link to the draft doc you mentioned having in place? And @jamacon36 , it looks like the next step here is for you to review/add your thoughts.
