Per the "Base Build assets" and "WP base theme" sections of the Base Build Roadmap Figma file, abstract our FE code into thinkshout/base-assets and reference that abstracted code from within thinkshout/thinkwp-starter-theme.

There are updates to the Base UI Library from Julie. I'll add a new ticket to capture those.
