October interval adjustments #86

These are the adjustments for the October interval, and shouldn't be merged before we distribute the rewards for the September interval. Making it a draft for now.

This PR includes 3 changes:

modifying 2 -> 3 weeks for the allowed upgrade delay in the README
adjusted allowed upgrade delay for the October interval
adjusted uptime req for the October interval

@dimpar should we modify this PR before merging it? I'm unsure about the ALLOWED_UPGRADE_DELAY value now that a new version -m6 has been released.

We can merge it. There's a follow-up PR that should also be merged by the time October interval rewards are calculated. https://github.com/threshold-network/merkle-distribution/pull/89 ALLOWED_UPGRADE_DELAY will need to be adjusted again, because the tag was already created but not announced.
