[BUG] version_up分支cotk.scripts. import_local_resources模块函数重名问题 #405

Cotk.scripts.import_local_resources的import_local_resources函数和file_utils的import_local_resources重名。Cotk.scripts.import_local_resources第18行调用了错误的函数——本应调用file_utils.import_local_resources，重名导致调用Cotk.scripts.import_local_resources.import_local_resources，进而引发TypeError
