Trivia: Database Sync #164

Imports the questions.txt from the TriviaBot into mysql
- Place questions.txt at ~/Twitch_Bot/questions.txt to import
Will not import or update if the question text has changed at all.
- To override, add a "force_update" = true to the json for that question.
