add !first command / tracking #303

Another little gag for first-time chatter.

Bot should (silently) track the first person to say something (other than trivia answer?) after the "put your razor down" message goes out.

Then I want to use !first to announce who it was. My plan would be to reveal who was first before going over trivia results.

Sadly, I want it to ignore mods. :) Or even say Sorry <tisboyo> mods don't count. {user} beat you if you want to track mod, VIP, regular users separately.

Message on announcement should be: FIRST goes to {user}.
