Add database for logging and settings
Add !announce, !announce_list, !announce_del, !announce_time commands.
Add MQTT notifications for Cheer, Raid and Subscriptions.
Add !topic, and !set_topic command
Allow !set_topic and !disable_attn to be sent via whisper. (Bug with twitch that our bot account is unable to send whispers, i.e. responses)
Change to bot message prefix to include a space, and allow dynamic changing.
Tweak send_to_discord to send entire message, with username instead of just the link.
