Versions of the documentation are different based on URLs #43

The contents of https://tlab-wide.github.io/AutowareV2X/tutorials/actual-devices/ and https://tlab-wide.github.io/AutowareV2X/latest/tutorials/actual-devices/ are different. This can be confusing for people trying to access the documentation.

The versioning of the pages in regards to the different URLs are properly not set up.

What needs to happen is when the root path is accessed, https://tlab-wide.github.io/AutowareV2X/, this must redirect to https://tlab-wide.github.io/AutowareV2X/main.

Note that /latest and /main points to the same version of documentation.
