[$10] Display payment processing date and time #92

Follow up from https://github.com/topcoder-platform/taas-apis/issues/443

Inside the payment list add a new column "Created At" which would display date and time when payment was created:

show using timezone of the browser
format "Jan 28, 2021 12:23 am"

Verified in Dev Env. The payment created time is displayed correctly.
