install travis: Required `libffi-devel` & `redhat-rpm-config` on Fedora

On Fedora 27, apart from ruby & ruby-devel, it requires,

dnf install libffi-devel
dnf install redhat-rpm-config

Adding this to the documentation would be helpful. Stumbled on this issue today after my install kept failing due to libffi also on Fedora 27.
