Only show scrollbar on tab overflow #111

I'm used to seeing a scrollbar/thumb when I have 50+ toplevel tabs as tree style tabs does. This possible?

Do you always have scrollbars on Tab Tree's sidebar, even when you have only 2 tabs? Look at screenshots on Tab Tree AMO homepage — there are no scrollbars. If so tell me please your OS and FF version.

Yea, Windows 8 v45

Firefox 45 on Arch Linux. Scrollbar is always present here too.
