Allow users anonymize their content (prio 3) #1838

Note: This needs extra information / discussion how to implement this.

Initial plan:

Create a specialized account for "Deleted user / Lahkunud kasutaja"
Re-assign all the user related data to "Lahkunud kasutaja"
Unpublish content or not? Note that many user-related content (private messages) do not have unpublished state.
What to do with the user profile? Deactivate?
