Allow opt out from "we have not seen for a while" emails (prio 1) #1839

Currently user can not unsubscribe from "Me pole sind ammu näinud" e-mails, they are triggered by user's inactivity.

1) Provide option to unsubscribe from "me pole sind ammu näinud". 2) Make that setting "on" by default for current users. 3) Decide what to do with the new users - is this setting "on" or "off"? 4) Add respective information to Privacy Policy.
