Address TTbgnFEFEmicu1eXN3bvuE8fKbdx3di8Yb has been added to the blacklist by Tether, so he can no longer transfer USDT.

You should ask Tether for that question. The address could be reported by someone before and it is usually a prudent decision for Tether to blacklist an address.

Not sure, you might have to contact Tether and figure out their policy.

It seems that a number of previous attempts to send USDT were unsuccessful. it's possible that because of the number of unsuccessful transactions, the account issue was raised to Tether for blacklisting.
