Add local test runner for tests , as well as local dev and docs #64

This is part of #58

this PR adds:

@zackkatz I'd like to merge this change -- adding local dev + test runner -- to plugin. Then I will move to audit tests and then writing the new code and tests for it.

@Shelob9 Is it expected that the tests fail?

It is expected. Will work on making them pass next.
