Twine should offer the Story Format dialogue if user tries to build & the story format is not available or indicated #54

If the user deletes a story format from the program or .TWS files are exchanged between users and a non-standard StoryFormat was used at the time of saving the TWS file, then when the user goes to build the .HTML output file an error message is displayed. I think instead the user should be offered the StoryFormat dialogue so that a story format can be applied to the file before the HTML ouput is generated.

I think the current error message is explicit enough (and what is the "Story Format dialogue"? There's currently only a submenu.)
