Extended characters (foreign language, lsquo, rsquo) canot be included in Twine themes #95

Steps to recreate:

  1. Modify the jonah or sugarcane theme to include the character ‘ somewhere.
  2. Build a story using said theme.

The fix for this would be in https://github.com/tweecode/twine/blob/master/tiddlywiki.py; I'll look at it when I can.

OK, I've added a fix that seems to work.
