jquery not included in Sugarcane #96

In the Sugarcane theme, there is an autoreplace intended for jQuery:

<script title="modules">
"JQUERY"
"MODERNIZR"
</script>

This autoreplace is not being triggered in 1.4.0.

Not a bug: jQuery is only included if the author requests it in StorySettings.
