No changelog for version 6.1.3 #534

Description

On mavencentral there is a new version of the voice sdk - 6.1.3 - however in the official twilio voice SDK documentation there is no entry for the new version in the changelog. https://www.twilio.com/docs/voice/sdks/android/3x-changelog Was it forgotten or is expected to be added soon?

The version is created to validate recent CI/CD pipeline changes. Not adding a CL entry for the release is intentional. Thank you.
