Originally from a branch Kumkum made, this PR adds support for both incoming and outgoing calls to use Android's ConnectionService/Telecom APIs to integrate with the devices phone service.
Please notice that this is not a merge to master but a feature branch of sorts (afalls/VBLOCKS-249/add-ConnectionService-to-QS).
