Provide an `.nvmrc` file #2

We should be specific about which version of Node.js to use, just as the upstream repo does (https://github.com/maticnetwork/contracts).

They use 11.1.0 so we should use the same unless we have a very good reason not to.

Why are you requiring a version of Node that is way newer than what most people are running and way newer than the one in upstream?
