Config files AOS/LOS times #3

Consider using UTC for AOS/LOS times in the config file. May need to explicitly enter UTC offset in config file (MTZ - my time zone).

In version 1.10, the clock is now UTC based. The configuration file now requires AOS/LOS date/times in UTC only. The clock detects local time zone to figure out UTC. No explicit local time zone offset needs to be specified.
