Set of scripts for generating the needed inputs for alfresco and the iem project as a whole.

[ Sept 2017 ] MOVED TO ua-snap --> The most important information is the Vegetation Map creation files. The remainder of the old TEM downscaling, has been moved and completely rewritten to downscale.
