add #852 to changelog #890

Adding #852 by @heshpdx to the changelog, along with a few others. I haven't added the cellsToPolygon or H3 CLI ones yet.

@isaacbrodsky Does this merge mean the change is live and being used in uber's production data centers?

Not exactly; our merge/release process on Github is not directly connected to Uber's production use.
