Active vs. closed projects #872

page project/mine should show header "my open projects" and only show projects not completed. page /caes/project should show header "all open projects" ☝️ . Add to quick actions for PI.

HEADER: "All projects" -> "Open Projects". only show non completed. Link & msg noting to click team admin -> completed for completed.

ADD: new /project/myarchive header "my completed projects". Add new link on menu bar.

Update wording on quick actions to match
