Treebank description does not support formatting #60

It is possible to add formatting to description text in treebank administration but it is not displayed correctly in "Browse Treebanks" listing: "this is bold text" is displayed: "this is <b>bold</b> text"

Furthermore, it is not possible to insert any description without <p> element. That is why every newly added description contains opening and closing <p>.
