add crawler, fmask and worker versions in the metadata provenance #57

Currently, we are getting Crawler, Fmask and Fetcher versions from a file generated when infrastructure is deployed. We need to deal with the case that these files may have not been generated previously.

Remove this check from the main loop. Instead check it when the process is created.
