Fix predicates in check_saml2.xsl to be compatible with the JDK native XSLT processor
Add tests for SAML 2.0 SPs with encryption keys
Add tests for SAML 2.0 SPs without encryption keys

It looks like the GitHub file browser is complaining that the .yaml files don't end in newlines, which is probably a general Git check. Not critical, but I'd suggest fixing that anyway (if that is in fact what it's complaining about).

Otherwise looks fine to me.

I updated the yaml files using the GitHub interface. I could not get VSCode to add a newline (or whatever the actual issue was) in a way that would satisfy Git(Hub).
