Spike: Explore RCLs in tCCreate that needs to be rebuilt #1293

Addition of new features a challenge with current state of the RCLS. Need a rebuild at this point. Impacted Components:

Datatable translatable - design needed (critical priority if new features to be added to tCCreate)
Markdown translatable (common to gatewayEdit) - need to explore if a rebuild or refactor
explore alternative to styleguidist
Styleguidist and React18 (high priority)
NextJS upgraded to React18 (high priority)

React 18 is the version for OCE components and hence the need to upgrade to the latest version.
