If the source files are TSV7, downstream repos will need to be converted from TSV9 to TSV7. If the users' (GL) target repo has TSV9 files they should not be allowed to continue working. tCC should pop up a message that they need to contact their technical administrator and that they can do the conversion in gatewayAdmin.
Popup Message:
"Files in your target repository are in an outdated format. Please contact your technical administrator and request them to use gatewayAdmin to convert this repository to the new format."
