Move the ULT to the middle in scripture pane in tCC #1617

Currently in tC Create, the order of Scripture display as ULT, UST,OL . We need to make the order as UST, ULT,OL

Change to the order of display as UST, ULT,OL

Looks good in translationCore Create - v1.15.1 build 270-88dad83. ULT is moved to the middle in the scripture pane.
