update quarto template #2

Update the quarto (".qmd") report template to include feature examples (callout blocks, table/figure labelling & cross-references, etc)

And separate templates for _setup.qmd, _tables/table.qmd, _figures/figure.qmd (and {{< include >}} these in the main template)
