add ~/bin into PATH for AArch64 #7

At least in the rawhide builds fpm is being installed into ~/bin/ causing builds to fail due to not finding fpm.

@ausil Sorry. I noticed to late and had already moved on to 7.18.0. I have manually incorporated your change. Thanks a lot for that. I did not have time to dig into that rawhide issue. Very much appreciated that you have saved some of my life time.
