It's not quite cleaned up, but I figure it's good enough to merge right now.

A few things in this PR.

Created skeleton for mkdocs
Created prmd skeleton loosely based on things I found in models
Generated basic API docs (no endpoints documented, yet)
Subsequently added docs about how to document and added them on my fork's gh-pages
